Memo on Surcharges Breakdown

 

IMPORTANT UPDATE !

With effect as from December 12, 2004 TAAFLO Tariff Rule 10-E providing for Port Authority/Terminal Security Pass Through Charges will be terminated in favor of combining its substance with that of Rule 10-C currently providing for a Carrier Cargo Security Compliance Pass Through Fee of $25/cntr (all sizes). Rule 10-C is to be renamed "Cargo Security Fee", its text revised to include the operative provisions of Rule 10-E, and the level of the Fee provided thereby increased to $50/cntr (all sizes) in lieu of previous Rule 10-E Pass Through Charges.

This means in clear language that all charges appearing in 4th line - item will be replaced by this one single 50 USD flat charge per container all ports/destinations and this as from sailing date December 12, 2004.

To ensure the recovery by ITGBL Carriers of surcharges presently being imposed at various ports, against cargo interests and/or Carriers by Port Authorities/Marine Terminal Operators to meet their costs of complying with governmental security requirements, TAAFLO has adopted a new pass through Tariff Rule (10-C-D-E) to cover the matter and which Rule will also apply to all shipments under TAAFLO service contracts. This Rule became effective on June 17, 2004 following 30 day advance Tariff publication notice.

Port Security Fees, when billed as a line item on the ocean bill of lading can be passed through to the Government under Item 432 of the Solicitation.

Owing to the steep depreciation of the U.S. dollar of over 20% during the past year, the TAAFLO Members have found it necessary to institute a Currency Adjustment Factor ("CAF") of $81/20', $125/40' and $141/45' to be effective October 15, 2004. This CAF will also be allowed as a "pass through" under Item 432 effective October 15, 2004 through April 14, 2005.

Below you will find a summary of all current surcharges that are included on the NAS manifests and invoices and how they are computed:

The total charge of this line item for reimbursement is the sum of all applicable charges as referenced here below.

Port Security Fee Charleston 5 USD per cntr

    applies to all freight moving in/out through port of Charleston, which are all East coast ports:

    when sailing with MAERSK/Lykes/APL: Baltimore, Norfolk, New York, Savannah, Jacksonville, Miami, Boston and Charleston itself.
    when sailing with P&O this includes also ports of Houston and New Orleans
